Moscow Qualifying is never strong. Most Premier Qualifying draws are quite weak when there is an International the same week, especially in a spot on the calendar like this.

Yes Latin alphabet will be fully introduced by 2025. Diyas' situation I expect is quite rare in Kazakhstan nowadays for people her age and ethnicity.

She has a Russian mother I think, based off her appearance she is certainly not fully Kazakh. And regardless, her role in Politics is very unique and would require far more Russian than Kazakh....

Yes if she wasn't educated in Kazakhstan then she wouldn't be that fluent, especially as her parents were from Almaty rather than the countryside.
