If only the person receiving reps and rep comments can see them, I don't understand the point of having them at all.

On other forums they're viewable by all when you look at a user's profile....

What do you mean by that? Ranking points at those tournaments already do count towards players' rankings. Or do you mean points from challenger and ITF touraments shouldn't count towards rankings?
