I disagree that the case for intent to dope on an illegal substance was clear. There is significant doubt that she openly flaunted the new rules as shown by the fact that she supposedly deliberately...

The question is: was it intentional use while knowing it was a banned substance? Sure it was intentional while it was deemed legal by WADA....but consider the question at hand posed by the ITF.
