The federations who ahve the most succes in producing elite players tend to have a lot of ITF tournaments at many levels, the LTA seem to ahve an alergic reaction to this. It makes sense that as home tournament have bigger home representation that funding more would be helpful to player development and progress as well as a certain element of LTA funds indirectly going to players whihc can only boost their resources for tennis development and interest in the game.
