Even if they could, not all top player would play Internationals, and WTA knows this. (This "vulture" mantra really went too far in people's mind.)

But they want to protect higher category tournaments and the hierarchy, thats all.

Wrong, it has nothing to do with Wozniacki. The new rules(called Roadmap http://www.wtatennis.com/SEWTATour-A...oadmap2009.pdf ) started in 2009 , Wozniacki finished 2008 #14. So the top 10 rule didn't apply to her in 2009 like it didn't happen to Errani this year.

At the same time Errani has 5 International tournaments in her ranking with you take out 3 of them she will still be ranked higher than Bartoli

It´s an attempt to force the tournaments to pay $$$ if they want to have more top players.

International tournament can (theoretically) have every top 10 player, but it would cost 2,5 millions in prize money.

I don't think the main reason is related to players "vulturing" points. Rather, it seems more intended to force tournament owners to increase the prize money (meaning in effect from sponsors).

I like the top10-limit rule for MMs (because, let's face it, for most MMs, there aren't more than 1 top10 players wanting to play anyway), but they should just make Linz a Premier.

Maybe not Tier IVs but Tier IIIs

The rule is a good one because honestly, no Top 10 player should play more than two MM tourneys per half season. It prevents the players from playing too many small tournaments when they should rather concentrate on the big ones.
