I just saw that you can get a free google toolbar that has a pop-up blocker.

I'd like to download it, but I'm concerned about the fact that the sites you surf gets monitered and the url's get sent to google.

Anyone know how this work? Are there people actually who see what you're surfing or is it just some kind of a mechanism in the system. Let's say if you go to download something, would this mean that someone would see it and you can risk getting fined or something?

you can see the page rank of a site in that balk sadly this board has 0 right now ;)

I don't think they will fine you. I have never been fined either;)

You can downlad a (free) pop-up blocker from http://www.panicware.com.
