I guess it depends which code you use. I was thinking more about the abbreviations they use in the rankings for tennis - which is NED, and for the Olympics too! But Australia on websites is usually .au

Belgium - BEL or BE
Austria - AUT or AT
Swizterland - SUI or CH

Well... I dont think there is any legal stuff about abreviation, but if you want to be correct when you use them, you're suppose to use a 3 letters one. It is more an international standard I think. I don't know about other abbreviations like 'NL'. Maybe its a way of saving space or and old common abbreviation...

I found that the country codes (abbreviations) are given by the Internation Organization for Standardization (ISO). It seems that the use of the 2 or 3 letters codes is more a choice than a rule (though I heard that the 3 letters codes are suitable).

You can find more information here (http://www.iso.ch)

ISO 3166 : Codes for the representation of names of countries

In fact, there are at least three widely acknowledged sets of abbreviations for countries:

1- the ones you find next to license plates,
2- 2-letter ISO 3166 acronyms, used for instance in URLs and e-mail addresses (except for American ones),
3- 3-letter ISO 3166 acronyms.

You can find the last two on the FOTW website (http://www.fotw.ca/flags/iso3166.html), for instance.

France is (1) F, (2) fr, (3) FRA

The acronyms for regions are codified by ISO 3166-2.

Languages also have their ISO codes: ISO 639. Check both the 2-letter and 3-letter codes here (http://www.loc.gov/standards/iso639-2/langcodes.html).
