There is a vBulletin mod (http://www.vbulletin.org/forum/showthread.php?t=127487) allowing user to ignore any thread. I find this feature extremely useful, since it's helping to avoid losing new, interesting threads, in the ocean of useless ones which are being constantly started and bumped up by usual suspects.
I understand some administrators are afraid of losing page impressions, but I believe the exact opposite happens. Having the possibility to really ignore the uninteresting stuff, encourages some users to visit more often, as it is much easier to keep an eye on new threads, which might prove subscribing worth. The rest of users won't use this feature anyway, just like they don't use ignore list.
Anyway, the said mod is reported to work up to the version 3.8.4, so it will work well with the 3.6.8 you are using. Give it a try, and I recon a lot of users will find it very useful.
