Unable to see normal interface

I can't see the normal colors on the page and all I can see is a white text-based page with lots of Times New Roman and some buttons...

But the thing is I refreshed thousands of times and it still doesn't work :(

Wow, I thought this was just my problem too. Sometimes, it goes back to normal after I clear some cookies and refresh, but I'm not sure if what I'm doing is really affecting the appearance. I guess it's not since this seems to be a widespread problem. :help:
