Anyway you look at the thread title, the answer is Venus.

Venus has been in the Top 10 longer than anyone else in the Top 10, non consecutively.
If you are looking at it consecutively, Venus was in the Top 10 during 1998 until 2003, longer than Maria's current period from July 2004 until June 2008.
