What Deos Referrals Mean?

When you look at someones profile and it says Referrals usually 0 what does that mean?

If you recommend (ie. refer) this site to someone and they join then they can say it's you that told them about it so they count as one of your referrals.

So when they turn out to be a troll you get the blame.

That's my interpretation of it (except the last part which is a joke.)
