If you have Rogers/Shaw cable, your IP address won't change unless they update/change your network which happens like once a year for me. You can download programs though that'll hide/mask your IP address so it can't be traced...I tried one once and it would slow down my connection trying to redirect it through Africa or someshit and it just seemed like a pointless waste of time.
why do you ask? runnin' from the feds? :p

WIth bell DSL, you just have to reset your modem, and your ip address should change...

if the intention is to avoid cracking, changing the IP address to a real one won't help because they still have the logs.
The only way to avoid tracking is by using a *****, just do a search on google but be careful, don't download or install anything, if it's setup through the web fine, otherwise forget it.
