They should leave it empty. It would be very symbolic in 50-10,000 years or whenever the world comes together to build the first WORLD monument honoring the peace between Western and Islamic civilizations there.

A monument should be build in memory of all the people who died in WTC.
But.. its highly unlikely they would do that.. its a prime real estate and money speaks louder than what ordinary people want..
