New game forum please?

Hi,
I would like to start a new game called "Maximum Sunshine Tennis Implosion", and would like a forum for it.

I have a couple of questions too:

1) is it possible to moderate my own forum?
2) is it possible to set it up so that I am the only person who can start new threads in my forum (or at least for a short period so I can get all the rules and things posted before other people start posting)?
3) can I post stickies, if so, how?
