It seems as if the WTA used more than 2 players for the ranking of the seeds (strange because 2 players can play all the matches).
Kim and Justine are number 3 and 4 on the ranking, so only the USA are better placed to claim the first place as seeds.
In reality Spain and Russia are ranked higher than Belgium for the Fed Cup.
It seems that Belgium will face the USA in the semi finals. This should have been the final.
BTW : Austria doesn't stand a chance against Belgium (on clay).

The ITF Fed Cup Nations Ranking will be used as one of the primary criteria for seeding at all levels of the Fed Cup competition. The ITF ís Fed Cup Committee will also use the following criteria when making their seeding decision: the ranking of players likely to participate;experience on different surfaces; experience in doubles and any other pertinent criteria. All nations competing in Fed Cup from the elite World Group through to Zonal Groups I and II will be ranked.
I still think the Belgians should have bee seede 2nd or at least 3rd :(

The Slovak Republic and Spain played the final last year.
Is this the reason why they are ranked 1 and 2 ?
But how is it possible that Belgium is ranked higher than the USA ?
Belgium will meet the Slovak Republic in the quarter final and will meet the USA in the semi final. This is not possible if the above mentioned ranking is used for the draw (number 3 versus number 1 in the quarter finals ????).
