As your wording gets a WC may lead to confusion as well, please mind the timeframe from selecting players for [WC]s by the tournament until final approval by WTA:

Tournament chooses players to award her a [WC]
Player accepts [WC]
WTA approves [WC]


As long as [WC]s are not approved by WTA, they are not considered official and consequently players are not accepted into MD.

On a separate note: If a MD-alternate player doesn't like to compete at PMs (eg due to cost of traveling) she should not forget to withdraw; otherwise: if she become a direct acceptance and subsequently withdraws - and therefore fails to play this Tournament - she would automatically receive mandatory zero points for the Tournament; this mandatory zero will count on her ranking as one of her best 16 Tournament results.

Yeh I know they do not play here but I was being hopeful and optimistic that venus may have changed her mind... ohh well.

As seeding will be based on the WTA Rankings the week prior to the start of the Tournament in question (see WTA 2012 Rulebook, p 65) the answer is: Rankings as of Monday, February 27th 2012.
