Does it count as a win for the one player, and a loss for the other player in their head to head records? I don't care if it's 1-0 in the first set, or retiring at 6-1 2-0 after being totally out-played, or calling it quits at 5-7 6-4 5-2. Do you think it should be, or not as one player (for one reason, or another) would, or could not finish playing

Yes, every retirement counts for the H2H...W/O´s doesn´t

Yes, retirements does count in the official H2H records (here's an example (http://www.wtatennis.com/headtohead/andrea-petkovic_2255881_10087/0,,12781~10087~9027,00.html)).
Is it fair? Yes, I think so. There are matches where the retiring player could easily have played the match to the end (losing fair and square) but chooses not to for various reasons (health concerns, lack of motiviation, more important match coming up next week, etc.).

It's like that in all individual sports, like athletics, cycling, alpine skiing, etc. If an athlete crashes before the finish line, then he (or she) is out and someone else takes the victory!

Wozniacki once retired being up 7-5 5-0 against Anne Kremer (a much debated match at the time, being the subject for match-fixing investigations and more...). There's no doubt that Wozniacki would have won if she was fit, but now the match counts as a loss in Wozniacki's stats. Which is quite fair and reasonable IMO.
