Can you still go to Flushing Meadows and walk around the tennis complex when the Open is not on?

Of course you can. It is a sports complex; it doesn't disappear after US Open ;)
Located across from Citi Field (http://www.tennisforum.com/wiki/Citi_Field), the tennis center is open for play 11 months out of the year (closed during inclement weather and in August/September due to the US Open), barring tournaments the USTA holds (such as junior and wood-racket competitions). The center is open to the public for $ (http://www.tennisforum.com/wiki/USD)16 per hour

Yep you can, the gates are always open.

I live like 3 miles away from the Open grounds, nice place. I've even played with my cousin on the practice courts, but you gotta pay per hour. (You can play on other courts too. He and I were scheduled to play on Court 4 but these two annoying girls from a tennis camp clinic going on took it. :o )
