it changes everytime. This year the great majority of the WTA qualies were more stronger then the last year. Also, last year Strasbourg quali cut was 9 byes :p so Istanbul was stronger ;)

As a warm-up tournament,Istanbul Cup should have been a Tier-2 like New Haven since it's gonna held the YEC after Doha. I mean, it must be more popularized for the players; not for my own satisfaction :p;)
