What is the WTA rules for the number and the tier of tournaments to play in a year?

I would like to know all the rules about players' rankings and how it relate to the tournament's tier...

- Why Kuznetsova can't play tier IIII?
- Why Shahar must play Bangkok?

You can find the rules on the WTA website. Without giving you detailed answers - the rules are based on where you are in the Gold Exempt List.

The Gold Exempt List for 2007 was based on ranking after the USO 2006
The Gold Exempt List for 2006 was based on ranking after the USO 2005
etc.

So a player like Jelena for eaxmple is now #3 in the rankings - but quite a bit lower in the Gold Exempt List. The players at the top (top 5?) have to play so many tier 1's and 2's with a minimum number of tier 1's. They are not allowed to play any tier 3's which clash with a tier 2 or higher. The players a little bit further down have to play a minimum number of tier 3's.

So for a player like Jelena - she had to play some tier 3's this year whereas next year she is forbidded to return to Hertogenbosch because it clashes wwith Eastbourne which is tier 2.
