It's Flemish [Dutch]. I have seen it before. There's no point in translating it ;) It's quite a sad topic, but the voices are that hilarious to the presenter. When I first saw it, I thought it was staged :)

They're actors (Tom Van Dyck & Lucas van den Eynde) so it wasn't a real tv show ;)

That's what I thought too, at first, but my friend who showed it to me said it was not :o :o :o

It's staged I believe, but there are some people who still say it was real. The first time it was on television the viewers didn't know it was staged.

It's definitely staged. Like Bram said, this is part of a humoristic tv show, which actually has more of this kind of sketches. Another famous example is this clip http://users.pandora.be/flippo/inmijnpoep.htm (http://www.flabber.nl/archief/003213.php), which apparently still has a lot of Dutch people wondering if it's real or not...
