I am thinking about creating a website. Does anyone have an idea where I could host it for free or at a low monthly charge. Preferrably without ads ;) I don't need much storage.

No, just want to use a CSS template and alter it.
It should not look too fancy, just nice enough and I found some templates that are quite nice that I could use. I also *cough* bought *cough* Dreamweaver so in that sense, I am all set. Of course I will have to find out how the program works by trial and error.
