Here's just a guess, but she'll be in the main draw at Luxembourg vs. the qualies in Palermo. She stands to gain a lot more -- financially speaking and rankings wise -- by playing at Luxembourg than having to fight her way through the qualies. Remember, she'd have to win three matches just to make the main draw at Palermo, and the qualies are very tough.
