Rather a lob sided competion understandably. It doesnt appear that the four stronger teams, South Africa, Gt. Britain, Ireland and Denmark will play one another or will they? Can you help here Blue Pastures? Look like competition seems to end after the four top teams for promotion are decided.

No, they don't play each other, they're now promoted.
"It was jubilation and celebration for South Africa's Fed Cup team in Pretoria on Saturday when South Africa won through to Group 1 of the Euro/Africa Fed Cup qualifying competition.
The youthful South African side under the leadership of Mariaan de Swardt beat Finland 2-0 to earn their promotion.
de Swardt surprisingly named Durbanite, Nicole Rencken in favour of Chani Scheepers to play the number two singles, a gamble which nearly didn't pay off. Scheepers, whose form the entire week was the talking point of the tournament was expected to play along with fellow team mate Natalie Grandin in the singles. de Swardt however named the higher ranked and more experienced for the second singles berth.
Rencken who despite losing the first set 3-6 in her opening tie match against Finland number 2, Maarit Nieminen won the second and third sets 6-0 6-2 to give South Africa a 1-0 lead in the tie.

Nathalie Grandin bt Emma Laine 6-2 6-4
1-Great Britain bt Lithuania 2-0 (Great Britain names first):

Lucie Ahl bt Edita Liachoviciute 6-3 6-1
2-Denmark bt Latvia 2-0 (Denmark names first):
Katrina Jacobsgaard bt Anete Bandere 6-7(3-6) 6-2 6-0
Eva Dyrberg bt Katrina Bandere 6-3 6-3
4-Ireland bt Algeria 2-0 (Ireland names first):
Yvonne Doyle bt Sana Ben Salah 6-3 6-1
Kelly Liggan bt Feriel Esseghir 7-6(6-3) 6-1
The hopes then switches to South Africans number 1, Natalie Grandin. Grandin beat the Finnish number one, Emma Laine 6-4 6-2 to give the home side victory.
Joining South Africa in the Group 1 in 2003 are 1-Great Britain, 2-Denmark and 4-Ireland.
Great Britain beat Lithuania 2-0 , Denmark beat Latvia 2-0 and Ireland beat Algeria 2-0"

damn Lithuanaia lost :(
but Aurelija Miseviciute didn't play :( one of their two bright stars along with Lina Stanciute. these two have a bright future.
Lina is 16 and Aurelija turns 16 this month

Well it does look as if Stanciute put up a good fight against Baltacha. Looking at the senior world rankings, she doesn't have one yet (only Liachoviciute and Miseviciute do).
