there is never a qualifying here due to the next week Wimbledon, I guess.

Ithink the main reason is because the mens is playing too, they don't have courts for both mens and womens qualies.

No qualifying equals more prizemoney to be shared amongst 30 players rather than 58, thus the s'Hertogenbosch champion would receive a much more generous amount of prizemoney than the Birmingham champion, which shares its $170,000 amongst 80 players. s'Hertogenbosch is also an ATP tournament, so the women are basically there as a sideshow to the men, even though the draw for the women is sometimes better.

There are more than enough courts, three courts aren't even used ! (players train on those unused courts)
