Chanda Rubin had given the USA a 2-1 lead, coming back from a set down to beat Katarina Srebotnik 5-7 6-3 6-4.
Amelie Mauresmo wrapped up victory for title holders France over Germany by beating Anna Lena Groenefeld 6-2 6-3.
And Kim Clijsters won her second rubber to help Belgium beat Croatia 3-1 with Russia and Austria also joining them in the last eight.
Clijsters, who played her first match after five weeks out through injury on Saturday, beat Karolina Sprem 6-1 6-3 and Els Callens beat Jelena Kostanic 6-2 3-6 6-4.
Russia's winning point against Australia in Moscow came as Vera Zvonareva beat Samantha Stosur 6-2 6-3.
Austria's Barbara Schett recovered from 4-1 down to win the first set 7-5 against Martina Sucha and, although the Slovakian stormed through the second 6-1, the Austrian regained control for a 7-5 1-6 6-2 victory.
