Yes

ii) Players between the ages of fourteen (14) and fifteen (15) may participate in the Zonal Group Events only of Fed Cup Competition.
iii) Players fifteen (15) years of age and older may participate in all phases of Fed Cup Competition.

Bulgarian team will probably be:

Fani Chifchieva

Are you sure Topalova doesn´t play because Maggie doesn´t play? i think they should let Yulia captain the team, then they could win with Maggie!
