March 8 - 11. It's a great tournament. Last year it rained (although that is uncommon and I hope that doesn't happen again this year). The scenery is great, and it's a large facility. When you enter the facility you see dozens of practice courts, so you can watch several players practicing up close. You can even sit on the sunk-in steps and watch right on court as they practice. It's also a men/female event, so you can see top players from ATP and WTA.
I can't say there is much to see/do in the area. I'm 25, though, so that's my own opinion. There are things life golfing or restaurants and there is a casino nearby if you are interested in that. I personally just go for the tennis so it doesn't interest me.
Where to stay, well, if you haven't booked a room yet you'll likely have a difficult time. There are some very nice resorts (e.g. The Esmerelda Hotel, which is the player's hotel, or the Indian Wells Resort). I personally decide last year (and this year) to stay at Motel 6, as it's cheap and I'm only in my room to sleep so luxury isn't important for me during this trip.
