This format is really interesting but some teams got screwed over while others were lucky!
Hong Kong who got to the finals should not have even passed the First Round as Spain and Great Britain got higher scores than them.
In the Quarter-Finals, Hong Kong once again slipped into the next round while getting a lower score than Indonesia how lost a close tie to the mighty Canadians .
And once again in the Semi-Finals this time, Hong Kong advanced to the next round while Canada had to sit out even though Canada had a better score than them.

Congrats to Hong Kong anyway, but some minor adjustments should be made to the format.

Personally I’d like to keep it because:

1. The current format ensures PAW countries can verse other PAW countries – this adds more excitement
2. Luck is a part of sport, and especially tennis draws
3. Current format mirrors WTA Tour Fed Cup and is more realistic
4. The best aren’t always rewarded, take Zuluaga’s run to the Aus Open SF – luck of the draw, compared to Davenport just making the QF (having to face Henin), Zuluaga made it further but wasn’t necessarily the better performer
5. The whole concept of seedings and making the World Group Draw will be abolished. Furthermore since more than 16 teams can compete, dulls the idea of the "Race to the World Group"

It's fine as it is.

Nathan, I don't agree with your ideas because it's like saying their shouldn't be any upsets or suprises. Look at the real Fed Cup, Austria suprised everyone by reaching the semi-finals.

As much as i think they got lucky in getting to the final, they still beat the teams they had to beat. Its not our fault or the systems fault that the teams they beat pawed like shit

All great points. However, the reason there are discrepancies in fairness in the WTA format is because there's no other convenient way to do it.
In PAW, there are many ways to correct the unfairness.
But whatever, I like the realism that it brings to the game however, the rankings don't represent the quality of the teams and are totally flawed.

Average of all players in one country is perfect fine with me as long as it's a fair game!

Inspiration is for amateurs
