Why is this not a required event?

Nasdaq is....

I hope it's not the obvious answer of the Williams' incident. Is there any other explanation?

When I think of life, sometimes my response is "Oh Damn!". But I still think of life anyway, "Oh Damn!!!"

Miami is normally the bigger and stronger event anyway and always has been

Nobody has actually answered the question to "why is this not a required event" I agree. But I think nobody has the answer. My question, is why aren't Tier I events as a whole required events like the ATP Masters Series. It's true that the seasons are too long, but I think more and more players are becoming pick-and-choosers and these low level tournaments with all the "secret amenities" like Dubai are causing more and more higher level event to be weaker than they should be.

I really don't understand all these deciding points if a tournament is a Tier I or a Tier II ! I read next year the WTA tournament Dubai (Tier II) will increase the prize money to $ 1,5 million. That means more prize money than in any other Tier I tournament (except IW and Miami) but why it will not be a Tier I after that increase? At least there was nothing written about it.
