Great question. The answer is most certainly yes. Maybe our crack crew here can come up with more names, but here's a few
Barbara Jordan (1979 Aussie winner)
Ironically her sister Kathy WAS a top tenner but never won a singles slam.

???? Very talented when she came on the scene in 1974, she developed back problems after that. I'm pretty confident she had a high ranking at times in her career, but I don't think she ever cracked the top ten.
Among the pre-computer era Ginette Bucaille stands out as a finalist who never was considered top ten. She was the surprise runnerup to Connolly at the French in 1954.

There's a reason, that all of them are players from the 70's... There were a couple of Grand Slams with very weak fields, comparable to Internationals of our days. Tha makes it understandable. I don 't know any case from the 80's or later.

That was not the only reason. Also the French Open had some weak fields for different reason. banning cause of WTT and poor prize money were for example reasons... There were Australian Open taking place and the top stars missing although they were in Australia as you can see therm in the draws of other australian events...
