yes, it's the maximum value for a 32-bit signed integer in computing (it's known as the eighth Mersenne prime, binary representation is 1111111 11111111 11111111 11111111 - digit 1 repeated 31 times). It is seen as a problem for 32-bit Unix-like systems which manipulate time as a 32-bit signed integer (the "year 2038" problem).

2147483647=2³¹-1, and moreover, it is a prime...

Somebody must have an excellent sense of humor as, of course, there is not a slightest problem to have arbitrarily large integer arithmetic, limited only by the available memory, performed even on a humble PC with an old processor, and in the Reputation counter case there is obviously no need for such huge numbers either. I once wanted to check the capabilities of my IBM ThinkPad A31p notebook and calculated several million digits of π using the fastest known algorithms. The calculation didn't take that long but scrolling the answer took a while to complete...
