Let's say Venus is out of Top-10 or is #9 or 10, and she is playing a tournament in San Diego-32 draw. All top-8 players are present, and there are only 8 seedings in the draw(since its a small size draw). Venus could play any of the seeded players as early as in the 1st round. I do not think that the tournament will be too happy with one of the top players eliminated in the 1st round.

When Hingis were injured a few years ago she dropped from number 1 in the world and when she came back she was never seeded 1st in tournaments
moreover,if Venus and Serena are as good as we all know they are,they don't need any help by WTA,they can easily collect some points and climb the ranking
you say that the tournament won't be happy with a situation like this,and how about Maria Sharapova? number 8 in the world and Wimbledon winner,in a situation like this she wouldn't be seeded just because of Williamses
unfortunately,some people believe it is more important for them to have sponsors and organizers 'happy' not taking other players into account
