the thing is
they are reducing the WG to 8

so the losers of the 8 matches of WG will form WG 2
so these playoffs were for WG 2 promotion if i understand.

Draw for 2004 World Group Play-offs
The draw for the 2004 World Group Play-offs will take place at the ITF offices in London at 14:00 BST (13:00 GMT) on Tuesday 4 May.

The eight Play-off ties will be held on 10-11 July, and feature the eight World Group first round losers and eight Zonal qualifiers. The winners of the Play-offs will contest World Group II in 2005, while the losers will return to Group I of theirr respective Zones.

The 16 countries involved in the Play-offs are: Australia, Belarus, Bulgaria, Brazil, Canada, Croatia, Czech Republic, Estonia, Germany, Indonesia, Japan, Slovak Republic, Slovenia, Switzerland, Thailand and Ukraine.

Estonian team said just one thing. They hope they don't have to play against Japan or Australia. The main reason is, that when they have to fly to Japan of Australia they will lose 2 weeks instead of one. If the play-off would be in Estonia it would't matter agains whom they will play because every country in the play-off is a hard nut to crack.
