Oh mine, guys calm down, it is just one week (17-23 May). I really doubt she would give up so easy after so much hard work. It is not just you wake up and say to yourself: I will not play tennis professional any more. Maybe she needs more practice, doesn't feel ready to play, or it is just too expensive to go in Japan and on other lists she is way too far to get in (yes, maybe she could get, maybe not, but she rather doesn't wait until last minute and prepare for other tournaments). Or, maybe she get some easier injury. It is too bad we don't have any insider informations, but I really doubt she give up on tennis again.
