Yes

(a) Age Eligibility
i) Players under the age of fourteen (14) may not participate in any level of Fed Cup Competition.
ii) Players between the ages of fourteen (14) and fifteen (15) may participate in the Zonal Group Events only of Fed Cup Competition.
iii) Players fifteen (15) years of age and older may participate in all phases of Fed Cup Competition.

Bulgarian team will probably be:
Sesil Karatancheva
Tzvetana Pironkova
Dimana Krastevitch
Fani Chifchieva

Are you sure Topalova doesn愒 play because Maggie doesn愒 play? i think they should let Yulia captain the team, then they could win with Maggie!
