Has moscow always been a tier 1 tourney?

I saw in past champions that maleeva has one it twice and other lesser known players have won it aswell, i was just wondering if it has always been a tier 1?

The tier system wasn't brought into effect until 1996 i think, so it may have been a smaller tourney before then. Anyway when Maleeva won it she was proabably in the top 10, and as demonstrated today she is one of the elite indoor players in the world. it his hardly a demonstration of the weakness of an indoor tourney if Maleeva won it, especially in her prime (when she reached #4 in the world)
