It did most likely mean nothing. People from the sportswomen camps say so. Besides, again, to clarify, if you are not familiar Russian cultural take on this...
In Russian culture same-sex kissing is not considered sexual ( and that's actually an illustration of LGBT elements traditionally never even considered any significant part of life in Russia ) . Women casually kiss each other when friends meet. Men kissing in similar circumstances is totally normal. Russian communist leaders kissing each other or foreign leaders ( the anecdotal reference of Brezhnev trying to kiss Carter at their 76 summit is actually true story ) was something we all loao...
So kissing is no big deal. But partner-like gestures , like walking hand-in-hand is much more of a taboo.

Well all cultures have different stereotypes regarding LGBT. I'm assuming sports that are considered "gay" in the West like figure skating and the like aren't in Russia where they are highly respected by society??

That's how it is. I believe some other Eastern European countries (F. Yugoslavia ) and some eastern countries ( Turkey, some Arab countries ) have similar culture of non-sexual male-to-male kissing being widespread. But in many of them showing any sexual affection for same sex couple would not be an advisable thing to do

Re: Nick Symmonds, silver medallist in 800m, dedicates medal to gay people

A Russian athlete denied on Tuesday that she had intended to show her disapproval of her country's "anti-gay propaganda" law when she kissed a teammate on the lips on the winners' podium at the Moscow world championships.

Kseniya Ryzhova said she was insulted that the Russian 4x400m relay team's victory celebrations on Saturday had been overshadowed by speculation in the Western media that the kiss with Yulia Gushchina had been intended as a protest.

"There was no hidden political motive," she said of the kiss, shown by television channels around the world.

"Instead of congratulating the athletes, they (the press) decided to insult not only Yulia but the whole (Russian) athletics federation. First of all, both Yulia and I are married," she said to applause from Russian journalists.

It is not uncommon for close women friends to kiss on the lips in Russia.

Ryzhova said she and the other three members of the Russian relay team had been overjoyed by their success in narrowly defeating the U.S. team on Saturday.

"For eight years we have not won a gold medal. You can't even imagine what it was like ... when we understood that we'd won," she said.

"It was a wave of unbelievable feelings and if somehow, completely by chance, while we were congratulating each other, our lips touched ... whoever fantasizes about that is sick."

Gushchina and Ryzhova declined to comment on the law, saying they had been too busy preparing for the world championships to think much about it.

"I have not heard or read (about it) because of the world championships," Gushchina told journalists.

Kissing lips-to-lips between two women or two men is normal in Russia?

In Ex-Yu it's normal to casually kiss with friends but on the cheek not lips-to-lips

Yep, not something that is necessarily considered gay.
This is totally iconic stuff:

Men affectionately kissing their friends can be seen in many Soviet movies. Perhaps now, it is not as common as one thing people in Russia totally hate the most is giving someone a pretext to think they are gay..
