Ugandan Kill the Gays bill in parliament, potential passage imminent.

Sign this petition to make it known the world is looking at Uganda to see if they will pass this disgusting inhumane law. The only way this law isn't passed is basically if the world around Uganda pressures them to drop it:

People need to read this link because this law is a lot worse than most seem to believe it is. There are so many clauses and basically, anyone can be imprisoned if this bill is passed. Basic affection between two people of the same-sex will be punished, let alone actually engaging in homosexuality.

Here's a sample of what this bill is about and how draconian it is:

Uganda’s Anti-Homosexuality Bill: Anyone Can Be Gay Under the Law

There is now a renewed push by Uganda’s Parliament Speaker Rebecca Kadaga to pass the proposed Anti-Homosexuality Bill before Parliament’s Christmas break. The bill is currently in the hands of the Legal and Parliamentary Affairs Committee.

There has been considerable confusion over what would happen if the bill were to become law. Most of the attention has focused on the bill’s death penalty provision, but even if it were removed, the bill’s other seventeen clauses would still represent a barbaric regression for Uganda’s human rights record. In an update to a series which first appeared last February, we will examine the original text of the bill’s eighteen clauses to uncover exactly what it includes in its present form.

To get an idea of how incredibly expansive the proposed Anti-Homosexuality Bill is, one need go no further than the definitions provided in Clause 1. Please review them carefully, because elsewhere in this series we will note how these definitions will greatly expand the bill’s scope:

1.) Interpretation.

In this Act, unless the context otherwise requires –

“authority” means having power and control over other people because of your knowledge and official position; and shall include a person who exercises religious. political, economic or social authority;

“bisexual” means a person who is sexually attracted to both males and females;

“child” means a person below the age of 18 years:

“currency point” has the value assigned to it in the Schedule to this Act;

“disability” means a substantial limitation of daily life activities caused by physical. mental or sensory impairment and environment barriers resulting in limited participation;

“felony” means an offence which is declared by law to be a felony or if not declared to be a misdemeanor is punishable without proof of previous conviction, with death or with imprisonment for 3 years or more.;

“gay”” means a male person who engages in sexual intimacy with another person of the same sex;

“‘gender”” means male or female;

“HIV” means the Human Immunodeficiency Virus;

“homosexual”‘ means a person who engages or attempts to engage in same gender sexual activity;

“homosexuality”’ means same gender or same sex sexual acts;

“lesbian” means a female who engages in sexual intimacy with another female;

“Minister’” means the Minister responsible for ethics and integrity;

“misdemeanor” means an offence which is not a felony;

“serial offender” means a person who has previous convictions of the offence of homosexuality or related offences;

“sexual act” includes –

(a) physical sexual activity that does not necessarily culminate in intercourse and may include the touching of another’s breast, vagina, penis or anus:

(b) stimulation or penetration of a vagina or mouth or anus or any part of the body of any person, however slight by a sexual organ;

(c) the unlawful use of any object or organ by a person on another person’s sexual organ or anus or mouth;

“sexual organ” means a vagina, penis or any artificial sexual contraption;

“touching” includes touching—

(a) with any part of the body;

(b) with anything else;

(c) through anything;

and in particular includes touching amounting to penetration of any sexual organ. anus or mouth.

“victim” includes a person who is involved in homosexual activities against his or her will.

These definitions may seem innocuous as they stand alone, but as we go through the bill, I want you to keep them in mind because they have the effect of broadening the bill far beyond the scope that most people would assume. To see how this works, we only have to go into the second clause which specifies “the offence of homosexuality”:

2.) The offence of homosexuality.
(1) A person commits the offence of homosexuality if-

(a) he penetrates the anus or mouth of another person of the same sex with his penis or any other sexual contraption;

(b) he or she uses any object or sexual contraption to penetrate or stimulate sexual organ of a person of the same sex;

(c) he or she touches another person with the intention of committing the act of homosexuality.

(2) A person who commits an offence under this section shall be liable on conviction to imprisonment for life.

The punishment provided by this clause is the same that is already specified under § 145 of the Uganda’s Penal Code, which reads:

Any person who— (a) has carnal knowledge of any person against the order of nature; (b) has carnal knowledge of an animal; or (c) permits a male person to have carnal knowledge of him or her against the order of nature, commits an offence and is liable to imprisonment for life.

The phrase “against the order of nature” has been interpreted throughout the English-speaking world as including homosexuality. But because the British Colonial-era law which Uganda inherited doesn’t provide precise definitions, it has been common practice to require evidence of penetration (for men) or direct genital contact in order to prove an individual’s guilt under this law.

But the new definitions provided in Clauses 1 and 2 greatly open the possibility for conviction to just about anyone who has simply bumped into or brushed up against an accuser who has an axe to grind. Look again at Clause 2, 1.c.: a person, under this clause, can be sent to a Ugandan prison for life for merely “touching” someone. And Clause 1 defines ”touching” to include “any part of the body” “with anything else” (a finger? a foot? a ten foot pole?) “through anything.” All of which means that someone can “commit homosexuality” even if they are fully clothed and there is no actual skin-to-skin contact. The sole proof required is that the “touching” took place with the perceived “intention” of committing the act of homosexuality.

Bill is getting closer to official passage.

Parliamentary Committee Passes Uganda's Anti-Gay Bill

http://www.metroweekly.com/news/last...medium=twitter

Ladislaus Rwakafuzi, a human rights attorney, responding to news that the Legal and Parliamentary Affairs Committee of the Ugandan Parliament earlier today passed a notorious anti-homosexuality bill out of committee. The bill, originally dubbed the “Kill the Gays” bill when introduced in 2009, has removed the provision of execution for “aggravated homosexuality.” According to Uganda’s NTV network – as tweeted by Frank Mugisha (@frankmugisha), director of Sexual Minorities Uganda (SMUG) – an unnamed member of the committee confirmed that a penalty of life imprisonment has remained in the bill in place of execution. While sexual relations between members of the same sex are already illegal in Uganda, if the bill becomes law it will be among the world’s harshest against gay people. NTV reports that the bill should receive floor debate next week.

Re: Ugandan Kill the Gays bill in parliament, potential passage imminent.

The bill could be passed at any moment. Do your part to put a stop to this horrific bill by signing this pledge:

http://action.sumofus.org/a/uganda-bill/?sub=pr

In Uganda, it’s already illegal to be gay. But some government officials -- with support from American evangelicals -- want to take government-sanctioned homophobia a step further. They’ve proposed the Anti-Homosexuality Bill that would, among other things, institute the death penalty for repeated same-sex activity, which the bill's author has dubbed “aggravated homosexuality”.

This bill could pass any day now -- a “Christmas gift” to Uganda, in the words of the Speaker of Uganda’s Parliament.

But our allies on the ground tell us that if Pepsi, which has a huge presence in Uganda, speaks out against the bill and the harmful effect it would have on investment and economic development in Uganda, it would force Ugandan officials to put the bill on hold -- or even pull it entirely.

Add your name to our petition to Pepsi, telling it to speak out against this horrific “Kill the Gays” bill that’s racing through the Ugandan Parliament.

As citizen-consumers, we have tremendous influence over Pepsi. It has customers all over the world -- meaning that, unlike the MPs in Uganda who are pushing this bill, Pepsi cares what we think and say about them. And for this piece of legislation, our position is clear -- Pepsi must use its power as a major company in Uganda to communicate clearly to Ugandan legislators that this hateful bill must be stopped.

The goal of this bill isn’t secret. David Bahati, the bill’s author, has said publicly that he believes every single gay person in Uganda should be killed. Bahati has extensive, well-documented ties to a secretive group of evangelicals called The Family that includes American Senators and well-known American pastors. When he initially proposed the bill two years ago, a global outcry forced the government to drop consideration of the bill last May. But now it’s back -- and all of our voices are needed to stop this bill once and for all.

Let’s band together to stop this hateful piece of legislation in its tracks. Click here to sign our petition to Pepsi telling it to speak out now.

Pepsi is a big deal in Uganda. Through its subsidiary Crown Beverages Ltd., Pepsi has grown to be one of the largest beverage companies in the country, seeing its market share grow year after year. According to the Ugandan Prime Minister, Pepsi is making a “great contribution... to the growth of our economy in Uganda and to the well-being of our people.” If Pepsi speaks out against this bill, Ugandan officials who are pushing this bill through will have to stop and listen.

This isn’t the first time Pepsi has had the chance to distance itself from homophobia in the wake of consumer concern. After Pepsi was caught sponsoring a concert in Kampala by Beenie Man, an artist who gets rich spouting homophobic lyrics, Pepsi was forced to back away from its sponsorship of the concert. Now, Pepsi is silent on one of the most horrific pieces of legislation ever considered, and it won’t speak out against the “Kill the Gays” bill unless we make it.

Can you add your name to our petition demanding Pepsi publicly reject the Ugandan Anti-Homosexuality Bill now?

Finally, rumors are flying that the the death penalty has been removed from the bill. That could happen during floor debate in Parliament, and it might be a strategy that Bahati, the bill’s author, is planning to use in order to seem more “moderate”. But, this bill will have a horrific effect even without the death penalty -- the legislation, for instance, creates massive incentives for a person to claim to be a “victim of homosexuality” in order to avoid prosecution if caught engaging in the overly broad definition of homosexual activity, which includes such benign acts as holding hands or accidentally bumping into someone. Please add your name to our petition calling for Pepsi to unequivocally oppose this legislation publicly, with or without the death penalty’s inclusion.

The leader of KONY had an episode where he was naked and appeared to be on drugs. He's a closeted gay man, too. Another one of those, harming his own because he's too scared and too warped to accept himself.

KONY has connections to the Kill the Gays bill. Evangelicals in America have spent millions to make sure this bill passes and helped draft the bill.

Invisible Children Funded By Antigay, Creationist Christian Right

What does Invisible Children share in common with the Discovery Institute, the leading organization promoting "Intelligent Design", a pseudo-scientific theory created to insinuate creationist ideas into public schools -- or with The Call, whose leader Lou Engle claims homosexuals are possessed by demons, calls God an "avenger of blood" and a "terrorist", and in May 2010 staged a rally in Kampala, Uganda, at which Engle warned of a gay menace to society and shared a stage with one of the authors of Uganda's notorious Anti Homosexuality Bill ?

990 IRS tax forms and yearly reports from Invisible Children, and 990s from its major donors, tell a story that's jarringly at odds with the secular, airbrushed, feelgood image the nonprofit has cultivated.

Among the tens of millions of people who have watched Invisible Children's KONY 2012 viral video, including Oprah Winfrey - a dedicated supporter of LGBT rights who also has given $2 million dollars to Invisible Children, how many were aware of IC's extensive financial ties to far-right fundamentalism, including major funders of the mounting global war on gay rights ? IC doesn't go out of its way to advertise these things.

But Invisible Children's first yearly report, from 2006, gives "special thanks" to the "Caster Family Foundation" and IC's 2007 report is more specific, thanking Terry and Barbara Caster. In the lead up to the 2008 election, the California-based Caster family was identified as one of the biggest financial backers of the push for California's anti-same sex marriage Proposition 8.

Capping the pro-Prop 8 push was a November 1, 2008 San Diego stadium rally held by The Call, whose leader Lou Engle warned that same sex marriage could unleash a "sexual insanity" that would be "more demonic than Islam" and suggested believers should carry out acts of martyrdom to stop gay marriage and legal abortion, which Engle predicts will lead to a second American civil war.

One of The Call's major donors in 2008 also gave, that same year, over 400,000 dollars to Invisible Children. These links weren't anomalies. They were part of a pattern.

What does Invisible Children share in common with James Dobson's Focus on the Family, the Family Research Council ( pegged by the Southern Poverty Law Center as a "hate group"), or the Fellowship Foundation --- one of the nonprofit entities of the Washington-based evangelical organization also known as "The Family" (covered in two books by journalist Jeff Sharlet) whose leader Doug Coe has been captured on video celebrating the dedication inspired by Hitler, Lenin, and Mao ?

What does IC have in common with the ministry of California evangelist Ed Silvoso, who works directly with leading Ugandan author and promoter of the Anti Homosexuality Bill (also called the "kill the gays bill") Julius Oyet -- who claims that "even animals are wiser than homosexuals"?

The answer? -- all of these ministries - the Discovery Institute, Focus on the Family, the Family Research Council, The Fellowship Foundation, The Call, Ed Silvoso's Harvest Evangelism, and Invisible Children - received at least $100,000 in 2008 from what has emerged in the last decade as the biggest funder of the hard, antigay, creationist Christian right: the National Christian Foundation.

Are they responsible? They have a hand in giving money to the very people sponsoring the bill. But it's not just KONY but several Evangelical groups based in the USA. So yes, they're responsible, as part of a collective.

There's a new documentary coming out God Loves Uganda, that talks about evangelical missionaries spreading homophobia in Uganda. If anyone has seen it, please share your thoughts. I haven't seen it yet, but I'll try to see if it's available online somewhere.

They should impale everyone involved with this, one by one.

The belief that man is an irresolute creature pulled this way and that by two forces of equal strength, alternately winning and losing the battle for his soul; the conviction that human life is nothing more than an uncertain struggle between heaven and hell; the faith in two opposed entities, Satan and Christ - all this was bound to engender those internal discords in which the mind, excited by the incessant fighting, stimulated as it were by the constant promises and threats, ends up by giving in and prostitutes itself to whichever of the two combatants has been more obstinate in its pursuit. Life isn't black and white, it's gold.

You can think whatever you want but Uganda was (and maybe still is) one of maybe few African country who stopped AIDS epidemic. And this bill is a result of AIDS epidemic.

Maybe you don't know but in Africa fear is one of the best factor which helps in fighting against epidemic.
