It highly depends to whom you're making reference to -- in the crop of 'unknown models' there are lots who are super-popular, I'll not use Karlie Kloss 'cuz first she's American in the US, second she also does all these VS crappy stuff too which considerably increases her star power -- but IDK girls like Jac, Vilkeviciute etc. do have a good share of popularity in the fashion underground world.
Of the up-coming models only Kate King and Groeneveld have potential to be super-stars but in different areas, Kate has that incredible sex-appeal when I see certain of her street-styles = VS which can/would/might skyrocket her, Daphné has a uniqueness for the underground, the rest (majority) are boring, uniform and plain (Skriver for example, I barely can remember the new comers names anyways so many they are) -- of the models now considered as 'has been' in the industry, Vlada Roslyakova, Lily D. or Dziahileva were quite stars too, ok, they weren't really 18 then but still.
To the question well the system works on mass consummation the problem is there's no unique model anymore it's almost all the same faces considering the proportion of girls they send in there thus the probability of having numerous and too much look alikes.
They should also stop brainstorming the High Fashion runways with certain of these useless commercial Victoria's Secret models when their inspiration is low -- unless
for Candice Swanpoel I really like with Miranda Kerr so as Rosie H. Witheley. Chanel Iman sucks very strong as a HF model, her Editorials easily one of the worst in the past decade but as a woman she's breathtakingly hot and very beautiful, a dream girlfriend -- probably I'll ask her out one day we'll see.
