I don't see why the kids shouldn't be allowed to see their mother. Even if they're too young now to comprehend the bond between a mother and her children, I think down the road they'd be SO happy to know that they saw her, touched her, "communicated" with her even in the smallest way possible. I think if they were refused visitations they might be very bitter when they're older, so letting them see her now (even if its upsetting) is the good choice.
Tough situation all around though, and I'm sure the father thinks he's acting in their best interest.
