If you are referring to fat you can not spot reduce specific parts of your body you need to reduce all over.
To remove the fat try overall weight training to raise basal metabolic rate and intense cardio (interval works wonders). Diet is huge. If you want further diet info pm me
To tone the actual thigh try pilates, yoga, circuit machines, cardio kick box
cause when a heart breaks, it never breaks even.....
