Madrid - very good and strong bid, but very unlikely after London 2012. Also the europeans on IOC will not vote for Madrid since few other european cities waiting to bid for 2020/2022 (Paris/Rome/rumours about Amsterdam/and maybe Berlin if Munich 2018 fails)
Tokyo - seems to be technically the best bid. But Asia again after 2008 in Beijing? and Tokyo 2016 would kill the hope for SouthKorean or chinese Wintergames in 2018, so the Asian IOC-Members will most likely not on Tokyo´s side
Chicago - USA is the big market for the IOC, the TV right for the US-Marked bring more then the rest of the world i guess, also they have Obama in the back. So this points could help to get over few financial problems.
Rio - this is the strongest South-american bid ever, sure they are some problems with criminal rate, but this is the chance for the IOC to bring the games to a new part of the world.
