Where can i convert MP4 file?

where can i convert mp4 file to normal video format file (.mpg)

or probably edit this mp4 file... i need to cut it little...

If you want to cut the file, then you can use Boilsoft Video Splitter, it supports MP4 files, so you don't have to convert it before cutting
