Question Any Free Imaging Software Worth Trying Out?

The free trial on my Photoshop just ran out and I need to make avatars.

All I need is a program that lets me crop (at a certain size) and add black borders. If anyone can help me, that would be much appreciated.

...or, if any Photoshop users want to help me out with, er, "legal" matters they can PM me and I'd be eternally grateful.
