Uh, if I recall, it was the 'do not ask, do not tell' policy of what
President....that is still being enforced.
If the Congress wishes to change that, they may any time.
That would be Bill Clinton.
Accepted and Enforced Don't Ask/Don't Tell as the
law the military would follow.
Ditto for the Marriage Protection Act.
William Jefferson Clinton's name is on that law.
Supported it, Accepted it, Campaigned on it, Won with it.

The American military and intelligence community has had
a hard time with linguist personnel for decades, it has declined
since the 1970's, when the agencies were purged per Congress
(the Vietnam syndrome on overdrive)....never recovered.
There are not many young or middle age people who are fluent
in the Arab languages who wish to assist the USA. Gee, I wonder
why. Not only for political reasons, but, safety too. They would
be seen as prime targets by the peace loving religions of the
