If you want to learn about html www.htmlgoodies.com has lots of tutorials. Or you need a web authoring program like Dreamweaver or Webfusion. But I think it's best to at least start with the html route. Then you need hosting. There are free places like www.freewebs.com , or you could get a cheap commercial package, depending on how serious you are.
Is there like a website or something that gives step by step instructions?
i dont think its that easy. if you want to make a professional looking site you have learn how the professionals go it.
there is however a website called www.lynda.com and they have step by step videos for learning how to use various software programs and i think they have something on html and css2. you can try a few hours of video, but the real meat is in the subscription service which gives you unlimited access to all the training videos for $25 month.
i use them, thats how i learned adobe golive and i am learning adobe illustrator
