In the way it's been celebrated in your country. But mostly I mean when you dress up and go to parties.

well, when I was in elementary school, the french teachers set up a "carnival" for the school for the whole week, no homework no classes for a week
there was a concert, activities, contests, and prizes... was realli fun.

but on my own... no I don't dress up and go to parties for carnival

We have the biggest Carnival in Europe - The Notting Hill Carnival. Great atmosphere. But that takes place during the summer.
