Chechen Warlord Basayev Says Beslan Siege Cost 8000 Euros

Chechen rebel leader Shamil Basayev has shown he is “inhuman” by claiming responsibility for a Russian school siege in which more than 320 hostages were killed, U.S. Deputy Secretary of State Richard Armitage said on Friday.

“He has proved beyond a shadow of a doubt that he is inhuman. Anyone who would use innocents for political aims is not worthy of existence in the type of society that we endorse,” Armitage was quoted by Reuters as saying.

In his statement, released on Friday by the rebel website Kavkazcenter.Com, Basayev said the school siege in Beslan cost 8,000 euros. The downing of two Russian planes on August 24 cost $4,000, two explosions in Moscow at the end of August cost $7,000, the website claims.

Basayev said the hostage-takers demanded an end to the war in Chechnya and a withdrawal of Russian troops. In this case, Chechnya would “not conclude any political, military or economic unions against Russia, not place foreign military bases on its territory, even temporarily, not support or finance groups or organizations waging war against Russia. It will enter the CIS, and be in the united ruble zone.”

Basayev said the operations were committed by his group Riyad al-Salakhiin. He called the Beslan operation “Nord-West” by association with the theater siege in Moscow in 2002 during a performance of the musical “Nord-Ost” (North East).

In the statement, Basayev blamed Russian president Vladimir Putin for the tragedy which he said had been brought about by Russian special forces storming the school after two days on September 3 in an operation that had been planned from the beginning.

The top rebel enumerated the demands. “We demand to stop the war in Chechnya immediately and to start the withdrawal of the troops. If Putin does not want peace, we demand Putin’s immediate resignation. All hostages, young and old, in support of our demands announce the hunger strike without water not limited in time. If Putin issues a command to stop the war immediately and to start the withdrawal of the troops, we give water to everyone. If the real withdrawal starts, we give food to everyone. As soon as the troops are withdrawn from the mountainous regions, we release children younger than 10 years, others after the full withdrawal. If Putin resigns, we release all children and leave for Chechnya with the others.”

Basayev added that Russian troops were ready for the school assault. He refuted the official information that the first explosions on September 3 that reportedly provoked the assault took place accidentally because the rebels were changing their explosive devices.

Chechen top rebel said he does not get money from Al Qaida. He said there were 14 Chechens including two women, 9 Ingush, 3 Russians, 2 Arabs, 2 Ossetins, 1 Tatar, 1 Kabardinian, and 1 Guran (a nation living near Baikal lake).
