In 2009, the Rogers Cup

In 2009, the Rogers Cup become a "1000-level" series event, replacing the Masters Series title. The Rogers Cup continues to attract a mandatory player field, and as a "1000-level" event it is backed by new rules and sanctions. The women's tournament also underwent major changes which improved player turnout, and its new status as a "Premier 5" tournament ensures the participation of all top players, so players can be fined or suspended for last-minute absences (exceptions are allowed for legitimate injuries).[3][4] However, the 2009 women's tournament witnessed six of the top ten seeds eliminated by the second round, leading to speculation that these high-ranked players were not giving it all in the Rogers Cup, instead only attending to avoid suspension for the next tournament.
